Tax Alert: Thailand’s New E-WorkPermit Platform
The Ministry of Labour has launched the “e-WorkPermit” platform, enabling the entire work permit process to be completed online. This initiative aims to create a modern, transparent, and accountable system for users—marking the end of the paper-based era and advancing Thailand’s transition toward e-governance policy.
The e-WorkPermit platform operates 24 hours a day, allowing employers and employees to submit applications, track status updates, make payments, and receive work permits — all without the need for direct contact with officials.
This initiative aligns with the government’s policy to enhance public service delivery through digital transformation. The e-WorkPermit platform is a part of the “Outsourcing Service” project, which covers the production of work permits as well as application and notification services for migrant workers which aims to modernise the management process of migrant labour by making it more convenient, efficient, transparent, and verifiable. The system will officially launch nationwide on 13 October, 2025, via the website eworkpermit.doe.go.th.

Who Must Use the E-Work Permit System
From 13 October 2025 onwards, Thailand’s new e-Work Permit System will become mandatory for all foreign workers and employers who require work authorisation in Thailand. This includes most holders of work-eligible visas, such as Non-Immigrant “B” Visas, Long-Term Resident (LTR) Visas, and Smart Visas.
Employers will be required to register and verify their identity through the ThaiID mobile app before submitting applications on the new digital platform. The Ministry of Labour has confirmed that the e-Work Permit System will replace the traditional “blue book” permits, which are being phased out.
During the transition period, holders of existing blue book permits may continue using them until expiration, after which all renewals and new applications must be processed online through the e-Work Permit System.
Eligibility Requirements Remain Unchanged
The eligibility criteria for work permit applications remain the same under the new system, though applicants must continue to meet Thailand’s standard work permit qualifications:
- Hold a valid Non-Immigrant Visa
- Possess educational or professional credentials relevant to the job
- Submit a medical certificate (Form TMC No. 2) issued within 30 days of application
- Provide a signed employment contract outlining the job position and salary
- Employers must meet capital and employee ratio requirements, except for companies promoted by the Thailand Board of Investment (BOI)
How to Apply: Step-by-Step Process
- Employer Registration: Register the company on the e-Work Permit portal and verify identity using the ThaiID App.
- Worker Account Setup: The foreign employee creates an account and uploads all required documents.
- Document Upload: Both employer and employee upload the required files (PDF or JPEG under 5 MB each).
- Form Submission: Complete and submit the BT.32 online application form, and pay the Baht 3,000 fee for a one-year permit.
- Appointment Booking: Schedule biometric verification and card issuance at a designated service centre.
- Permit Issuance: Once approved, the digital work permit card can be issued the same day if all documents are verified.
How to Renew Your E-Work Permit and Stay Compliant
To renew the current e-Work Permit, applicants must apply at least 30 days before expiration. Required documents include:
- Current e-Work Permit
- Tax payment receipts
- Updated medical certificate
- Valid passport
